What is the relationship of the Holy Spirit to the Bible? We read in 2 Samuel 7:28,“…and now, O Lord GOD, thou art that God, and thy words be true, and thou hast promised this goodness unto thy servant”. The reason we affirm this is because the Bible is the product of the Holy Spirit; the principle passages that deal with this are in 2 Timothy and 2 Peter.
And that from a child thou hast known the holy scriptures, which are able to make thee wise unto salvation through faith which is in Christ Jesus. All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness: That the man of God may be perfect, thoroughly furnished unto all good works. (2 Timothy 3:15-17)
Paul told Timothy that the scriptures would make him perfect; they would bring him completeness so that he would be thoroughly furnished for every good work. This is the sufficiency of the Word of God. The thing to notice, particularly, is that Paul said all scripture is inspired of God—this is the fact of divine inspiration. How is it that scripture has come to be inspired by God?
We have also a more sure word of prophecy; whereunto ye do well that ye take heed, as unto a light that shineth in a dark place, until the day dawn, and the day star arise in your hearts: Knowing this first, that no prophecy of the scripture is of any private interpretation. For the prophecy came not in old time by the will of man: but holy men of God spake as they were moved by the Holy Spirit. (2 Peter 1:19-21)
If, in 2 Timothy, Paul tells us that scripture is inspired and it is God-breathed, then who is responsible for this inspiration in 2 Peter? He points us to the process by which scripture has come to be inspired by God—men were moved by the Holy Spirit. The entire book we study is a book that has come to us through the promptings of the Holy Spirit. Now, if that were all the Spirit did, it alone would be sufficient reason to study Him.
